FIT2038 is an elective for second year FIT undergraduate students. Its key objectives are to provide students with an understanding of the role of IT in Public Administration.

There is a worldwide trend among national governments, states, and cities, as well as individual agencies and departments to deploy IT to increase internal efficiencies and to provide constituents with faster and more convenient access to government information and services. Many government agencies are looking ahead to use IT to integrate processes, systems, data, and applications across organization and sector boundaries. It is important for every IT graduate to have an understanding of the four electronic government components: e-services, e-management, e-democracy, and e-policy.

Core questions addressed in this unit include what government functions are best implemented through e-government methods, how e-government initiatives may be evaluated to assess effectiveness, what exemplary practices might improve e-government effectiveness, and what the sociopolitical implications of e-governance are.

This unit provides critical basic knowledge to successfully manage e-government projects. The use of information and communication technologies (ICTs) is becoming an indispensable part of government. For instance, governments use ICTs to communicate road conditions, and disseminate planning information. Moreover, governments utilise ICTs to improve the efficiency and effectiveness of internal processes such as automating document-processing and hiring procedures. Core questions addressed in this unit include what government functions are best implemented through e-government methods, how e-government initiatives may be evaluated to assess effectiveness, what exemplary practices might improve e-government effectiveness, and what the sociopolitical implications of e-governance are.

This unit provides critical basic knowledge to successfully manage e-government projects. Some of the topics covered are: use of common, intergovernmental Web portals to integrate services and information; different e-government business models and the best practices available; organizational, hierarchical, operational and political barriers and boundaries to the integration of information services; and managing the impact of IT on intra and inter-organizational relationships (such as alliances, outsourcing, supply chain management, and off-shoring)
